董翔龍稱欣欣百貨總經理無關民股

針對退輔會會屬事業欣欣百貨總經理人選推薦的問題，退輔會主委董翔龍中午在立法院外交及國防委員會面對民進黨立委林佳龍質詢表示，擔任這項職位，並沒有兩任六年的規定，但行政院規定65歲以上者，須每年接受考核，且總經理人選，確實是由退輔會所推薦。董翔龍強調說，他的個性就是一定按照規定做。

林佳龍質詢說，前退輔會主委曾金陵堅持官股推薦的欣欣百貨總經理一職有兩任六年的規定，現任總經理、考試院長關中妻張惠君則持反對態度，自稱是民股代表，他要求退輔會說明確切規定。張惠君擔任總經理是退輔會所推薦出去的，與民股無關。

退輔會官員進一步解釋，退輔會依程序是報請推薦董事長請董事會作選舉，後來行政院核定下來，是將董事長與總經理一起核定，退輔會再據此推薦到董事會去，經董事會選舉，讓董事長與總經理就任。但其中有一項規定，對於超過年齡的（即65歲），按照行政院法規，每年要接受檢覈一次。
