南海風雲起？ 交長：民航安全優先

中國大陸畫設東海防空識別區，並派出遼寧鑑赴南海訓練，引發鄰近國家緊張與關切，日本國土交通省更要求航空公司不得將飛航計畫送交大陸航管單位。交通部長葉匡時上午表示，防空識別區不涉及領土，交通部以保障民航飛行安全為最高原則，並不會改變現有作法。

葉匡時表示，根據國際民航組織的規定，當民航機飛過其他國家的航空識別區，必須提交飛航計畫書給對方的民航單位轉給軍方。鄰近的新加坡、菲律賓都採相同作法，日本原本也有交，後來在日本國土交通省拒絕下才改變不提交。
