北韓今天 (9日)舉行國會「最高人民議會」SPA)選舉投票，是金正恩2011年12月上台以來SPA首次選舉，全國687區，每區只有一個候選人，金正恩也是其中之一，是111選區的候選人。SPA五年一選，一年只開一或兩次會，大多只開一天。SPA選舉除了「投票」這個動作以外，毫無民主之處，但另外倒有大概兩個用意，一個是全國數人頭，另一個是可據以觀察平壤統治階層的權力轉變動態，因為北韓許多高官是候選人，這次誰在、誰不在候選人名單上，可以看出誰失寵，誰得寵。
