日本外務省首度製作導覽手冊，強調釣魚台屬於日本。目前外務省網站上已有中文繁體、中文簡體和英文等版本。

導覽冊寫著：「日本政府於1895年將釣魚台列嶼編入沖繩縣的一部份，是日本固有的領土，這無論是在歷史上或國際法上都很明確，而且日本現在也有效地控制著釣魚台列嶼，不存在釣魚台列嶼需解決的領土權問題。」

手冊還指出，「中國主張釣魚台列嶼自古是中國的領土，那是沒有根據的。」外務省預計製作10國語言版本，目前外務省網站上已有中文繁體、中文簡體和英文等版本。

外務省網站則指出:「尖閣諸島是日本固有的領土，這無論是在歷史上還是在國際法上都很明確，而且我國現在亦有效地控制着該諸島。根本不存在圍繞尖閣諸島必須解決的領有權的問題。」
