烏克蘭政府5日和東部叛軍簽訂停火協議，不過停火前數小時，雙方在烏東及南部砲火仍未停歇。美國總統歐巴馬對於停火協議的成效抱持懷疑。

烏克蘭總統波洛申科（Petro Poroshenko）表示，政府已和反抗軍代表於白俄羅斯明斯克（Minsk）簽訂停火協議，並於台灣時間5日晚11時生效，內容包括各方武裝部隊將留在原地、歐洲安全合作組織（OSCE）將監督停火，交戰各方也將安排俘虜交換。

國際社會雖然對停火協議樂觀其成，由於在停火前數小時，雙方在烏東及南部砲火仍未停歇。因此，也有不少人持懷疑態度，北約秘書長拉斯穆森(Anders Fogh Rasmussen)稱俄國過去也曾提停火，不過一切都是煙幕，他批評「俄國談論和平期間，從未朝實現和平走出一步。」

歐巴馬表示，對烏克蘭東部停火協議懷抱希望，但也持懷疑態度。如果能維持停火，他支持取消對俄羅斯的新制裁措施。

值此之際，歐盟預計於8日正式通過新制裁方案，將擴大7月份的制裁範圍，鎖定資本市場、國防、軍民兩用商品與敏感科技等4大項目。歐盟也發出聲明，對烏克蘭政府與親俄反抗軍簽署停火協議表示肯定，也呼籲各方應當尊重並徹底執行這項協議。
