針對行政院長江宜樺遲遲無法在立法院會進行施政報告，兼任國民黨主席、總統馬英九認為，江宜樺進行施政報告是依照憲法規定的義務，立場是依憲報告，原則不變，國民黨立院黨團也將（9）日召開黨團大會，決定是否要讓江揆延後兩週進行報告。
由於民進黨堅持江揆必須先道歉，同時裁撤特偵組，才能上台進行施政報告，在朝野無共識下，江揆昨6度赴立院均無法上台，立法院長王金平因此拋出希望江揆延後2週報告的構想，並希望行政部門思考要如何做，政院方面已經表示原則同意，不過國民黨立院黨團尚未做成決議。
國民黨8日晚間召開中山會報，與會者會後轉述，馬總統在會中並沒有對於是否延後兩週施政報告一事做出任何裁示，不過馬總統強調，施政報告是依照憲法規定的義務，立場是依憲報告，原則不變。
