天津實施汽車限購　引民眾搶購潮

【大陸中心／綜合外電報導】天津市政府15日宣佈，從16日凌晨起實行汽車配額管理，限制民眾購車，即新增加的車牌必須以抽籤或是競價方式取得；同時規定從明年3月1日起，禁止外地機動車輛進入。

消息一出引發大批市民搶在期限前購買汽車過戶，當地各大汽車經銷賣場通宵營業，市民搶車如搶購白菜一般。當局表示，實行小客車總量調控管理，是為緩解交通擁堵狀況，改善空氣品質，天津2006年至2012年，機動車數量由120萬輛增加到236萬輛，每年增量由7萬輛增加到30萬輛。

從環境方面，去年天津市全年環境空氣質 量達不到二級良好水平的天數為61天，佔監測總天數近20%。PM2.5是影響環境空氣質量的主要污染物，機動車尾氣排放約佔16%。
