行政院內定將由台積電前總經理蔡力行接任中華電信董事長。交通部長葉匡時確認這項消息，他表示，蔡力行是國際級的CEO，未來將對中華電信在推動4G，以及養成企業、人才的「數位雨林」政策上有更多幫助。

葉匡時也表示，「空降」蔡力行，也是希望中華電信的企業文化有突破轉型的機會。
