媒體報導，四海幫大金主練成瑜在2012年5月剛接任「衛星廣播電視事業商業同業公會」理事長時，找上民進黨團總召柯建銘、國民黨立委李鴻鈞，阻擋廣電三法修法。李鴻鈞說，當初練是以公會理事長的身分，透過電話請託法案，對於此類電話，他依例客氣表示「了解、會處理」，如此而已。

他表示，擔任立委至今只與練成瑜通過一兩通電話，而非頻繁聯繫，兩人並非很熟，對方也從未到他的辦公室來，報導是烏龍一場。
