日本文部科學省28日公布新修訂的「學習指導要領解說書」，作為中學教科書指南，明確表述尖閣諸島（釣魚台列嶼）及竹島（韓稱獨島）為日本「固有領土」。對此，中華民國外交部表達嚴正抗議，重申日方此舉無益維護區域穩定。

外交部指出，日本文部科學省1月28日修訂作為初高中教科書內容編纂方針的「學習指導要領解說書」，載入釣魚台列嶼為日本固有「領土」等不實表述，中華民國政府對此表示嚴正抗議並重申，日方任何片面舉措均無法改變釣魚台列嶼主權屬於中華民國的事實，對維護區域穩定亦無助益。

外交部表示，我國政府已循外交管道向日方表達嚴正關切與抗議，重申我國對釣魚台列嶼的一貫立場為「主權在我、擱置爭議、和平互惠、共同開發」，強調任何意圖損及我國主權的舉措均屬無效，呼籲相關各方響應「東海和平倡議」，經由和平對話，協商合作，以使東海成為「和平與合作之海」。
