府院會商定調：核四公投門檻不能降

民進黨前主席林義雄展開禁食訴求核四停建，為解決核四爭議，民進黨主席蘇貞昌昨下午與新北市長朱立倫會面，會後朱立倫認為，「公投門檻應修法與檢討調整。」但據了解，昨晚行政院長江宜樺緊急進入總統府與馬英九總統會商，對於公投門檻，府院認為，核四涉電價屬全國性公投，門檻不能降。

據了解，府院認為，針對憲政層次的議題 ，《憲法》增修條文已有明定公投門檻；至於非憲政層次的議題，可區分為全國性公投或地方性公投，地方性公投門檻是否修正，有討論空間，至於全國性公投影響重大，因影響重大，府院認為應維持現行公投法的設計。

相關官員分析，核四屬於全國性公投，因為關係到全國電價的調整，影響重大，所以府院認為公投門檻不能降。（陳郁仁／台北報導）
