根據自由時報報導，2012年總統馬英九提名陳元玲任NCC委員，政壇盛傳是因為陳元玲先生戴章揮與前國安會秘書長金溥聰的關係，甚至是海外財務處理的深度關係。戴章揮與頂新也關連匪淺，負責公關業務也提供財務代操等諮詢。另外，名嘴胡忠信也指稱，馬總統之前的選舉結餘款，疑給私募基金戴章揮操盤，而戴章揮也可能幫頂新魏家操盤資金，對此，國安會7日發新聞稿澄清。

媒體報導亦提及，外傳陳元玲與金溥聰太太周慧婷是好友，國民黨立委只能硬著頭皮挺到底。

對此，國安會發表鄭重聲明指出，金溥聰和周慧婷對陳元玲和戴章揮毫無印象，也從未打過交道，2012年已嚴正澄清相關不實傳言。希望媒體及名嘴秉持新聞專業，勿再以訛傳訛；如果再散布不實謠言，金溥聰將採取法律行動，以正視聽。
