政治中心／台北報導 民進黨立委薛凌接獲軍中內部爆料指出，洪仲丘執行禁閉期間，陸軍第269旅共調任七位士官分別擔任禁閉室長、副室長及戒護士，經查證，這七位全部都未具戒護士合格簽證，更離譜的是，其中由陸軍第269旅派任的禁閉室副室長羅濟元、由陸軍第584旅派任的下士黃冠均連「軍團戒護士講習」都沒參與過，這七位等於是「黑牌戒護士」卻能被軍方允許擔任操練禁閉生執行「紅牌規條」。 薛凌痛批，陸軍第269旅禁閉室屬於軍團級禁閉室，因此，這7位「黑牌戒護士」分別由陸軍第269旅、542旅、586旅、蘭陽指揮部、陸軍第六軍團第五三工兵群派任，薛凌立委要求陸軍應擴大懲處陸軍第六軍團這些違法派任黑牌戒護士單位的行政責任。 薛凌表示，依據六軍團「禁閉（悔過）室管理規定：管理、戒護人員派遣前，應完成人員資審會議，簽奉將級主官核定，並參加軍團三至五天之職前講習及重疊見學，完成合格簽證後始可任用」，然陸軍第六軍團機步第二六九旅禁閉室管理、七位戒護人員均未依規定完成「合格簽證」。 亦即操練洪仲丘的士官，全數都不具執行禁閉勤務資格的「黑牌戒護士」，甚至有兩位是被臨時抓公差方式莫名奇妙被指派來執行不人道的「Code Red」紅牌規條，軍方對此有必要交代清楚。 ★ 陸軍第六軍團第269旅禁閉室戒護人員表：
