東海岸初二塞爆，警方在台東縣中華大橋北端實施管制，但從大橋北端至富岡綿延3公里車流幾乎定點不動，但過小野柳風景區後，塞車狀況立即緩解。前往花蓮的林姓民眾表示，見情況不對立即調頭改走山線並由巒山方向前往花蓮，「根本不知前方路況，走山路暈車痛苦得要死！」

許多民眾一離開塞車路段就直接前往小野柳風景區觀光，風景區同時擠進數千人，海蝕平台上滿是遊客，有遊客冒險靠近海邊看來十分危險，滿地亂石、礁岩也讓許多民眾連連摔跤。許多美眉穿著時髦鞋子卻寸步難行，有美眉就讓男友揹過亂石，有更多人則是在旁人攙扶下步履維艱緩行在礁石上，有美眉雖一手扶著男友卻差點跌倒，慌亂之中伸手亂抓，抬頭才尷尬發現自己抓著陌生人才免於摔跤直道歉。被美眉抓的民眾則樂道：「大過年被漂亮美眉偷抓，這一定是個好兆頭。」（劉人瑋／台東報導）
