拘留中心飽和　公園成替代牢房

哥倫比亞首都波哥大的6所拘留中心均出現人滿為患的問題，當局為此決定「善用」公共設施，將囚犯帶到該市西部的拉格蘭哈社區一公園囚禁，警方將40名囚犯銬在公園的遊樂器材和設施上，並由6名警員看守，每8小時輪值。

這項替代方案至今已實施逾2個月，遭人權團體批評不人道，指控當局將囚犯當成動物對待，附近家長也投訴，表示當局措施讓孩子無法到公園玩耍，擔心囚犯威脅孩子的安全。被囚在公園的罪犯則表示，在公園吃睡都不是問題，但衛生讓他很困擾，大小便就是一大問題。

這些被帶到公園的囚犯所犯的罪行，包括搶劫、販毒等。（國際中心／綜合外電報導）
