談執行力 江揆：讓下面和你一樣急

【何孟奎／台北報導】行政院長江宜樺下午出席國家政務研究班開訓典禮表示，文官扮演協助部會首長擬定政策、將政策轉型為計畫或行動方案的重要角色，政府施政要靠文官。他也呼籲文官要具備「規劃力、執行力、溝通力」三力，來提升政府治理能力與服務效能。

江宜樺談到公務員執行力時說，文官和政務官性質不同，文官工作受保障，政務官則可能因某個因素就去職，因此許多部會首長聊天時常向他反映：「我急死了，但只有我急，下面都不急」；這時他會安慰對方；「想辦法讓下面跟你一樣急，但不是空急」，而是在可能範圍內，讓事情加速完成，比如一項法令可以3個月完成修正，就不應拖到6個月才完成。
