馬政府預備在民國104年實施募兵制，國防部預定招募2.8萬名新兵，但是只來462人，募兵情況相當不理想。尤其是洪仲丘案爆發後，許多原先有意投身軍旅的青年恐怕望之卻步。
民進黨立委薛凌指出，國防部今年原定招募2萬8千多名志願役士兵，其中有9千名員額是由新訓旅招募、2千名從在營義務役士兵中招募，但是截至6月底為止，只來462名新兵，其中女性還占大部分。
馬英九總統2008年競選總統時，提出志願役士兵薪資為基本工資的2倍，以吸引有志青年從軍，以民國101年核定基本工資18780元來算，二等兵待遇應至少為36000多元。
但是由於財政困難，行政院卻只核定二等兵待遇新台幣2萬9625元、一等兵待遇3萬1230元、上等兵待遇3萬3845元。這項薪資數額，已經包括本俸、專業加給、志願役加給等總額，如果再扣除保險、退撫、主副食及健保等費用，每月薪資所剩不多，難怪吸引不到青年從軍。
內政部海巡署在南沙太平島、東沙島的募兵數字同樣慘澹無比，雖然也將大幅提高兩地所需的外島加給，但行政院至今都沒有回應。
洪仲丘案爆發後，軍中黑幕一再被放大檢視，更將使許多原先有意投身軍旅的青年恐怕望之卻步。
