高殖利率近來如傳染病迅速蔓延，導致新興市場國家接二連三傳出發債失敗訊息。繼台灣、印度之後，俄羅斯4日也傳出公債流標、被迫不足額發行。

俄羅斯財政部在官網上表示，當日原定發行136億盧布(1.82億美元)於2016年5月到期的聯邦政府債券(OFZ)，但最後只順利標出60.7億盧布，不足額比率達到55%，平均得標利率來到預定上限6.5%。

除此之外，由於只有一家券商參與投標，俄羅斯財政部已提早取消下週的發債計畫。彭博社報導，券商Jefferies分析師Segal表示，因吸引不到投資人投標而不足額發行或取消發債此前從未聽聞過，這對俄羅斯政府財務融資相當不利

台灣央行前日受財政部委託標售300億元273天期國庫券，但最終僅得標245.5億元，有54.5億元落標，為2011年底以來首見。另外，印度央行上週將發債規模由1,500億減為1,000億，而印尼近期亦被類似問題困擾。
