馬總統上午再次公開強調我國海軍艦艇已待命載運物資援助菲律賓，國防部則表示，海軍現已完成包括中和級戰車登陸艦與旭海級船塢登陸艦的整備，並規劃妥航行計畫待命。

但軍方官員說，一艘中和級艦就能載運1500到2000噸物資，軍艦出航赴菲與否，需視有沒有募到大量物資，若賑濟僅有十餘噸，仍派遣軍機載運為主。

馬總統上午也說，美國已捐了一千萬美元給菲律賓賑災，並從香港派遣航空母艦前往救援。外界指我國海軍具有東南亞規模數一數二的兩棲登陸艦隊，應有助自海路將物資輸進陸路中斷的災區，但官員透露，雖然菲國重災區雷伊泰島災區空、海域目前在美軍管制下，但我軍艦若成行，航行仍以向菲律賓協調碼頭直接靠泊為主，目前暫無與美軍在菲合作救災的計畫。
