金管會為鼓勵國內新創事業的發展，推動採用「股票每股面額不限10元制度」，金管會今(26)日預告，包括相關法規以實收資本額為規範者，以後以淨值為依據，並且相關規定折半，例如原規定為實收資本額20%，改為淨值10%。

金管會今天預告修正「發行人募集與發行有價證券處理準則」等相關規定，相關法規以實收資本額為規範者，以後改淨值為依據，並將相關標準折半。

證期局主祕周惠美說，若有上市櫃公司要取消10元面額，若有涉及換發新股者，得須報送證交所等，若涉及修改公司章程，也須召開股東會。金管會也放寬發行普通公司債，得以簡式公開說明書交付給投資人。

另外，金管會已取消發行普通公司債取消強制信用評等的規定，金管會表示，放寬所有發行普通公司債，都可以簡式公開說明書交付投資人。
