「九合一大選」後，民進黨下午首度舉行中常會，民進黨主席蔡英文擴大邀集黨籍縣市長候選人出席，展現「地方包圍中央」的氣勢。蔡英文表示，要民進黨成為國人安心、國家穩定的力量。
