手機上網 費率

若是手機沒有辦行動上網，可是有開「行動資料」還是可以上網嗎？
是依照下面的數據費率 (元/封包)來計算嗎？有價錢上限嗎？
封包要怎麼換算成常用的MB呢？

大部分都用學校的免費WiFi上網，「偶爾」在外面看一下FB或是上網查個資料
請問哪一種會比較建議呢？
