貨車綁狗拖行 調查車主

（中央社記者李先鳳花蓮縣7日電）有民眾行經台九線162公里處時，拍攝到小貨車將狗綁在車後拖行。花蓮縣動植物防疫所表示，經調查，影片中犬隻已死亡，當事人是否為惡意虐待致死，將進一步調查。

花蓮縣一名男子上週五駕駛小貨車行駛蘇花公路上，竟用繩索拖行一隻小狗，小狗疑不堪凌虐死亡，後方車輛以行車記錄器拍下殘忍過程，並向花蓮縣動植物防疫所檢舉，防疫所接獲檢舉後，調閱車主資料查出當事人，並於今天完成訪談及事證調查。

花蓮縣政府表示，此案涉及刑事犯罪，花蓮縣動植物防疫所將全案調查資料移送花蓮地方檢察署偵辦。再次呼籲民眾應愛護動物，任何人不得惡意或無故騷擾、虐待或傷害動物。民眾如有發現虐待動物情形，可向動植物防疫所檢舉。1031007
