大陸全國政協委員、海峽兩岸關係協會會長陳德銘4日表示，對完成ECFA(兩岸經濟合作框架協定)的後續協定的商談有信心，關鍵取決於台灣方面。

根據新華網報導， 『其實已經達成一部分了，在框架協定以後的後續談判，時間要看台灣方面，基本上取決於他們那邊。』陳德銘說。

針對全國政協十二屆三次會議發言人呂新華提及的要讓更多台灣基層民眾分享兩岸關係和平發展成果，陳德銘回應說，『一直都是這麼考慮的，還想就這個問題做得更好一些，主要是針對「三中一青」。』

台灣中南部、中小企業、中低收入階層和青年一代在台灣被稱為『三中一青』。1月底在北京舉行的2015年對台工作會議提出，要努力擴大台中小企業、農漁民參與面受益面，還提出要採取積極措施促進兩岸人員往來，擴大兩岸青少年和基層交流，深化兩岸各領域交流合作。
