陸軍下士洪仲丘案事發28天，軍檢31日上午宣布偵結起訴。針對542旅上士范佐憲等人凌虐洪仲丘動機，軍檢表示，由於義務役的洪仲丘拒絕背值星、竄改體測成績，才導致志願役士官不滿，對他展開報復。社會觀察家朱學恆下午對此表達高度不滿強調，「我看見我們國家還在傷害人民」。
軍檢31日上午公布洪仲丘枉死案偵結報告與起訴書，軍檢在回覆媒體詢問時表示，由於洪仲丘以退伍後打算考公務員為由，竄改5月時作的體測成績，加上他以即將退伍為由，拒絕背值星，引發范佐憲、陳以人等義務役士官不滿。
軍檢指稱，范等人認為洪的舉動會造成其他人志願役弟兄的困擾。因此，便利用洪仲丘帶照相手機進入部隊的機會，藉機加以修理。
朱學恆下午對此表示，軍檢公布的所有東西，「沒有進展沒有說明，對真相也沒有益處」，朱學恆強調，「整件事情到目前為止，我看見我們國家還在傷害人民」。
朱學恆也質疑軍檢的偵結報告：「你(軍檢)告訴我，加害者情有可原，但若無加害者的犯行，受害者為什麼會過世？為什麼會受到侵犯？」
