由台北市立教育大學與台北體院合併而成的「台北市立大學」今（1）日揭牌，首任校長為前體委會主委戴遐齡。總統馬英九與台北市長郝龍斌、前市長黃大洲均到場祝賀。
戴遐齡表示，成立都會型大學是國際知名都會之趨勢，期許未來台北市立大學以培育城市發展所需之學術研究與管理應用專業人才為目標，強化人文藝術、師資培育、市政管理與休閒健康，並提升國家運動競技實力，以促進城市與國家整體發展。
戴遐齡說，面對高等教育嚴峻的考驗，未來台北市立大學將以「教學卓越、研究精進、國際發展、產學合作、社區服務」為5大發展主軸，積極推動校務發展新方向，成為具有規模和競爭力之國內外知名都會大學。
她指出，校務發展重點將在原有師資培育的優良傳統下，營造成一所「師資培育典範大學」；植基於培育績優運動競技選手之優勢，打造成一所「奪金選手重鎮大學」；更基於學校在人文藝術、科學教育、運動休閒的專業，以及市府未來對市政管理與發展人才之需求，建設為一所「都會特色創新大學」。
戴遐齡表示，要發展市大，成為繼紐約、倫敦、巴黎、東京、香港等五大國際都會之國際知名「首都城市大學」，協助市府提升城市競爭力，進而提高我國國際地位。

美國斯伯丁大學教育領導研究所博士、體育學院體育研究所碩士、台灣師範大學體育學系學士。曾是國家代表隊田徑選手、蘭雅國中體育教師、北一女子體育教師、北教大教授、體委會主委、陸委會委員、國科會委員。
