全台約有上萬輛3001c.c.的名車使用身障免稅車牌，立委懷疑有人藉此逃稅。〔圖／翻攝自網路〕

針對審計部統計資料顯示，101年底全國高達2萬多輛排氣量3001c.c.以上凱迪拉克、雙B名車掛身心障礙免稅車牌，身心障礙者擁有名車比率明顯偏高，是否涉及假借人頭，濫用身障優惠逃稅情形，監委程仁宏、楊美鈴已經申請自動調查，將著手調查財政主管機關是否落實審核管理機制，以維護租稅公平。
監委指出，101年底全國60萬7千輛身心障礙免稅車，排氣量3001c.c.以上共2萬4,802輛，其中BMW 1,585輛、BENZ 6,554輛、凱迪拉克242輛；若與前揭廠牌3001c.c.以上車輛總數比較，凱迪拉克掛身障車牌比率23.7％，BMW 13.5％，BENZ 10.5％。
至於報載內政部統計我國去（101）年底領有身心障礙手冊者為111萬7521人，佔總人口4.79％；但上述名車掛身障牌比率，明顯高於身障者佔總人口比率，監委指出，依照「使用牌照稅法」第7條第1項第8款規定，持有身心障礙手冊，並領有駕駛執照者使用之交通工具，享免納牌照稅優惠，每人以1輛為限。但因身心障礙情況，致無駕駛執照者，每戶以1輛為限。倘以排氣量3001c.c.之2萬4,802輛身障免稅車之稅額標準計算，去年國庫得收該等身障免稅車之稅收高達約7億元。
監委指出，依據身心障礙者生活狀況調查資料，5成以上身障者家庭收支入不敷出，與購買名車比率偏高情況實有出入，究竟是否涉有假借身心障礙人頭，享免納牌照稅優惠情形？身障車輛審核及監督查核管理機制是否周全？相關法令規定是否完備？監察院將一併深入瞭解。
監委並表示，報載臺南市今年推出身障停車由免費改為半價、臺北市身障車輛享有4個小時免費停車優惠，全台身障停車優惠不一，是否確實考量並維護身障者之權益，監察院也將詳細調查。
