民主進步黨籍立法委員高志鵬今天主張修法，政黨全國不分區及僑居國外國民立法委員名單由選民投票決定排序。

高志鵬上午邀跨派系民進黨籍立委李昆澤、陳其邁、吳秉叡、黃偉哲與姚文在立法院舉行記者會表示，他支持獲分配不分區立委門檻從得票率5％下修到3％；此外，現行各黨提交中央選舉委員會的不分區立委名單順序固定，他主張選民可投票直接決定順序，只要修改公職人員選舉罷免法即可。

他說明，不分區立委席次計算方式不變，席次分配後再比誰得最多票就是第一名，才能真正還權於民，透過排序看出民意走向，未來各政黨提出不分區立委名單時，也會思考不與民意脫節。
