消息人士透露，世界銀行正在整理全面的中國經濟改革建議，包括將一家大型銀行私有化，並允許農民出售土地。這些改革建議可能顛覆中共數十年來的意識形態體系。

世銀應中國國務院總理李克強邀請，正與中國國務院發展研究中心聯合制定改革議程，世界銀行整理的改革建議是其中一部分。中共將趕在年底的十八屆三中全會召開前，將這些工作納入改革方案當中。

不過，這些建議能否得到國務院發展研究中心的副署，能否被中國領導人接受，仍言之過早。畢竟，私有化在中國一直是個禁忌問題，但推動私有化的構想至少說明，世界銀行裡有許多人認為，若要阻止成長率下滑並逐步躋身發達國家之列，中國必須深入改革。
