針對「公民1985行動聯盟」3日所提訴求，行政院晚間9時半由江宜樺院長親自召開記者會回應。江宜樺宣布，成立「軍事冤案申訴委員會」、推動修法讓承平時間軍法全面回歸司法審判、全力偵辦洪仲丘案、徹底檢討軍中管教禁閉申訴制度。
江宜樺表示，今日有民間團體發起一場公民活動，在凱達格蘭大道上，有超過10萬人自主參加這場活動，政院重視並起高度肯定，發起單位、參與民眾理性，且過程對於軍中人權及國家制度的關切。
江宜樺說，針對這樣的關切和訴求，政院責成相關部會注意，今早他陪馬總統參加南部的活動，下午4點多回到台北，立即跟相關部會保持電話聯繫，公民活動展開後，透過各種管道和電視畫面，瞭解活動進行及訴求。
江宜樺表示，他在傍晚責成專案小組負責人羅瑩雪，召集國防部、法務部及相關單位，就公民活動訴求作回應準備，並作出決定。
行政院4點回應如下：
一、行政院將會成立「軍事冤案申訴委員會」，接受社會各界對歷年冤案重啓調查訴求，也會主動過濾過去偵審中有疑慮的案件，這委員會將會則請政務委員羅瑩雪召集，成員包括國防部、法務部、律師公會代表、法律學者專家、人權團體和公民團體代表等。
委員會受理或過濾出疑案後，就會調閱國防部相關資料，國防部也會配合，如果資料符合再審或非常上訴要件，就會展開後續的法律程序。 (接下一頁)
