記者林修卉／台北報導 國防部長楊念祖涉論文抄襲請辭獲准，內定由參謀總長嚴明接任部長一職。民進黨主席蘇貞昌今（7）日表示，民進黨要求任命文人部長，以符合民主常態，持續國軍改革動能。 至於馬英九總統將有為期10天的出訪行程，此時出訪是否恰當？蘇貞昌表示，總統出訪就是外交，外交是國家大事，涉及國與國之間的關係，非常重要。 蘇貞昌說，這次馬總統的出訪並未讓民進黨知道內容，因此無法評斷，如果只是去做伏地挺身，就不值得，希望總統自行好好斟酌。他也呼籲，馬總統能夠在出國前，把這段期間社會種種紛擾、問題與要求立刻回應並解決。 蘇貞昌指出，在洪仲丘案中，由於三軍統帥的失能與無為，使得民眾對國軍的信賴完全潰散，國軍的自信與士氣也受到嚴重打擊，兩任部長竟然在一週內先後下台，國防出現空窗期，國軍遭受嚴重的士氣打擊，這是國軍的災難，也是國防的危機。 蘇貞昌也呼籲馬總統，真正肩負起三軍統帥的責任，改革軍隊沉屙，多與部隊溝通，走入部隊，關心基層官兵。
